Would work well for EOC's and also as a central clearing house for information (data).

Server-based Depiction

 I agree -- even in a mobile comm center, sharing data via an on-board Web server is needed.  It is not practical for every desktop in the environment to ingest email -- your "Common Operating Picture" will not be common for very long!

I printed out a Depiction last weekend into a PDF file for an Army MARS comm-ex and emailed it off via Winlink 2000, but it would have been much easier to export a JPG file periodically and post it to a server.

I've posted a blog about some available screen capture tools, and Windows Vista and 7provide the Snipping Tool (under Accessories in the program list). These would allow you to produce a JPG of whatever is shown in your depiction an put it where ever you like.

We are considering this primarily as an enterprise option.

You can share data files (CSV, shapefiles, images, GMLs) on a server and have folks open a common depiction (they would start from the same base). If one person is taking in information from the outside, that could be exported via CSV or GML, saved to the server and imported by others at will. Perhaps not exactly the solution you are looking for, but let us know if it appeals.

How about this approach

 How about a "screen capture" button which snapshots your screen, assigns them a user-defined prefix with a suffix in date/time (UTC) and drops them into a predefined directory on a server?  The ability to perform this screen capture on a time schedule (say, every so many minutes) would be very useful.

From there, it's easy enough to dynamically update a status screen with a little code.
